Our Client is one of the largest integrated energy companies in the world.
They are currently seeking a Project Quality Manager to be based in Moscow

JOB DESCRIPTION/SCOPE
The QA/QC Manager will provide direct functional quality oversight to the project. This position will be a key resource to the Deputy General Director, Engineering & Projects, in achieving full compliance with CPC technical requirements related to purchase orders for major equipment and materials as well as construction contracts. The successful candidate must have prior experience managing a QA/QC organisation for a major capital project in the Oil & Gas sector. International experience is strongly preferred.
KEY FUNCTIONS INCLUDE
Recruit and supervise QA/QC staff
- Provide strong HES leadership, visible to CPC team, contractors and other key stakeholders
- Develop and implement Quality Assurance and Quality Control Plans; ensure that Project Management Contractors develop and implement site specific Plans
- Develop and implement standard quality control procedures
- Develop and implement Inspection / Audit Plans, monitoring and reporting of inspections and audits; ensure correction of non-conformances
- Provide audit / oversight of QA/QC Plans; monitor implementation of approved contractor QA/QC Plans
- Provide expert support in assessment of contractor pre-qualification and tendering documents - Develop and implement QA/QC training program
- Develop and implement continuous Project Quality Management System improvement programs
- Ensure all QA/QC interfaces between contracted entities and project functional groups are managed in a way that minimizes risk to the project
- Provide all reporting documents covering results and efficiency of Project TECHNICAL KNOWLEDGE
Fluency in specifications, Factory Acceptance Testing (FAT) requirements, Industry Codes and Standards and other general industry QA/QC practices is required. Experience in developing risk based inspection and FAT plans for major equipment is required. Understanding local Russian / Kazakhstan contracting and purchasing practices is desired. Understanding of non-destructive examination (NDE) techniques and able to coordinate application of NDE on projects is desired.
LEADERSHIP / SUPERVISION SKILLS
Experience supervising both Company and Contractor project team personnel which includes role and responsibility setting, developing training plans, performance reviews, etc, is desired.
SAFETY
Experience galvanizing a work force around incident and injury free ideas, acting as a project safety leader, knowledge of SID requirements and trained in Corporate OE program is desired.
