Our Client is one of the largest integrated energy companies in the world.
They currently require a Marine Terminal Coordinator to be be based in Moscow or Novorossiysk, Russia

JOB DESCRIPTION/SCOPE
The Coordinator, Marine Terminal will be responsible to provide leadership and coordination for the onshore and offshore marine terminal scope of work and to work collaboratively with the designated Project Management Contractor, CPC Project Management Team and other CPC stakeholders, and Shareholders.
KEY FUNCTIONS INCLUDE
Responsible to develop a strong safety culture - Within functional limits, act as primary point of contact between CPC Expansion Project team and Project Management Contractor (PMC):
* Provide guidance and direction to PMC
* Ensure PMC complies with terms of the Project Management Agreement
* Ensure the PMC is fulfilling its roles and responsibilities
* Monitor PMC's development of deliverables
* Provide clear and timely review of PMC deliverables to ensure high quality work products; collect input and comments from other internal stakeholders
* Manage relationships with the PMC
* Ensure effective integration, communications and coordination between PMC and CPC Expansion Project team and/or Engineering Consortium
* Ensure clear definition and management of interfaces between PMC, CPC, and other PMC's
* Ensure PMC develops and fully implements a Project Execution Plan approved by CPC
* Ensure full and proper implementation of change management by PMC
* Ensure appropriate and timely CPC Operations input into PMC activities
* Ensure timely and accurate reporting by PMC
* Coordinate with PMC regarding any CPC Expansion Quality Assurance/Quality Control (QA/QC ) and/or Health, Environment & Safety (HES) oversight activities at vendors facilities or construction sites managed by PMC
* Facilitate audits of PMC by CPC
* Participate in regular meetings with PMC
* Ensure CPC Expansion Project Leadership Team remains informed of project status, issues and risks
* Ensure PMC activities are managed in such a way so as to minimize risk and impact to ongoing operations
* Endorse Acts of Acceptance and invoices from PMC
* Monitor and control expenditure within limits of approved budget
* Oversee preparation and final editing of all Marine Terminal regular and special reports
* In coordination with Regulatory Affairs Manager, represent CPC interests in any regional, state, regulatory and public bodies
* Manage direct reports

CRITICAL SELECTION CRITERIA:
Safety - Personal commitment, experience, and proven performance in building and sustaining a strong safety culture, with demonstrated performance in executing major capital projects in a safe and environmentally responsible manner. Demonstrated success in leading an international and complex major capital projects in CPDEP phases 3 and 4. Demonstrated project management skills including but not limited to engineering, procurement, FEL, Value Improvement Processes (VIPs), contracting, risk analysis, schedule development, cost development, and managing large contractor organizations. Large facility project management - Experience leading multi-discipline teams performing engineering, procurement, construction, and start-up and commissioning for multi-billion dollar CAPEX programs. Marine terminal / tank farm design, procurement and construction experience is a plus. Stakeholder Management - Strong JV management skills and experience. Ability to interface and effectively work with various groups. Sensitive to the commercial structure of the program. Maintains an inclusive view when dealing with Joint Venture Partners.
